Do you need a permit for foundation repair in Oklahoma?
In short: Oklahoma uses one statewide minimum residential code, the 2024 International Residential Code (IRC) with Oklahoma amendments, effective September 14, 2026 1. Cities enforce it and run their own permit offices, so whether a foundation repair needs a permit depends on the city 5. The state does not list foundation repair among the trades it licenses 7.
What is the statewide code?
The Oklahoma Uniform Building Code Commission adopts the IRC for one- and two-family homes. The 2024 edition with Oklahoma amendments took effect September 14, 2026 1, replacing the 2018 edition that had been effective since September 14, 2022 2. The 2024 adoption includes an appendix of residential tornado provisions and a 250 mph design wind speed for storm shelters 1.
Which code sections touch foundations?
| Section | What it says |
|---|---|
| R401.3 Drainage | Ground must fall at least 6 inches within the first 10 feet from the foundation, or drains or swales must be built; hard surfaces within 10 feet must slope at least 2% away 3 |
| R401.4 Soil tests | Where data suggest expansive, compressible or shifting soils, the building official decides whether a soil test is required 3; see soil testing and lab values |
| R403.1.8 Expansive soils | Foundations on expansive soils must be designed under the building code's expansive-soil provisions, unless a proven system is approved 3 |
| Table R301.2(1) | Oklahoma leaves the frost line depth blank; each jurisdiction fills in the minimum footing depth 4 |
What are Oklahoma's foundation amendments?
The 2024 Oklahoma rule changes several Chapter 4 provisions 1:
- R402.2: interior slabs and enclosed garage slabs do not need air-entrained concrete.
- R403.1: two #4 reinforcing bars in all footings; #4 bars tie footings to stem walls at each corner and at most 6 feet apart, with 12 inches of embedment.
- R403.1.6: ½-inch anchor bolts at most 6 feet apart and at least 7 inches into concrete; hand-driven cut or concrete nails are not approved.
- R403.1.7.3 (foundation elevation): deleted.
- R404.1.3.3.7.1.b: glass-fiber reinforcing bar allowed in foundation walls and footings up to 48 inches high.
The earlier 2018 Oklahoma rule added R403.1.9, which barred trenches for plumbing, electrical, storm shelters or pools running parallel to a footing from cutting into the soil zone below it, defined by a 45-degree line down from the footing's outside bottom edge 2. Whether this section carried into the 2024 adoption was not confirmed in the 2024 summary.
Is a permit needed for foundation repair?
Permit requirements are set and enforced locally, and published guidance differs by city:
- Tulsa: the owner, contractor, architect or owner's agent may apply. Repair permits are applied for in person, and if damage is extensive or structural, construction plans are required; the plans examiner decides at submittal 5. Electrical, mechanical and plumbing permits can only be pulled by licensed contractors 5.
- Oklahoma City: anyone contracting for work that needs a building permit must register as a building contractor, with general liability of at least $50,000 per occurrence and workers' compensation coverage or an exemption form 6.
- Other cities (Broken Arrow, Edmond, Norman, Moore and others) set their own requirements. The local permit desk is the authority on whether piering needs a permit, plans or inspections. City-by-city notes: permits, licensing and frost depth.
Does Oklahoma license foundation repair?
The Oklahoma Construction Industries Board licenses plumbers, electricians, mechanical contractors, home inspectors and building inspectors, and registers roofing contractors 7. Engineering is licensed separately: when an engineer prepares a foundation repair plan, Oklahoma's engineering board says it must be signed, sealed and dated 8. See working with engineers.

Common questions
What building code applies to houses in Oklahoma?
The 2024 International Residential Code with Oklahoma amendments, adopted by the Oklahoma Uniform Building Code Commission, became the statewide minimum residential code on September 14, 2026.
Do I need a permit for foundation repair in Oklahoma?
It depends on the city. Tulsa, for example, takes repair permits in person and requires construction plans when damage is extensive or structural, so the local permit office is the authority for a specific job.
Does Oklahoma license foundation repair contractors?
The state Construction Industries Board licenses plumbing, electrical and mechanical trades, home and building inspectors, and registers roofing contractors; foundation repair is not one of the listed trades. Cities such as Oklahoma City require building contractor registration for permitted work.
How steep should the ground slope away from my house?
The residential code requires the ground to fall at least 6 inches within the first 10 feet from the foundation, or drains and swales where that is not possible.
