What permits, licensing and frost depth apply in Oklahoma?
In short: Oklahoma sets one statewide residential code but leaves frost depth to each city or county, and the published values found are about 18 inches 123. The state does not license foundation repair as a trade 5. Tulsa and Oklahoma City publish general permit and contractor rules, but neither publishes a foundation-repair-specific permit page 67.
What is the statewide code framework?
The 2024 International Residential Code (IRC) with Oklahoma amendments is the statewide minimum residential code as of September 14, 2026 4. It replaced the 2018 IRC, which had been in effect since September 14, 2022 8. Local governments enforce it, run permit offices and fill in certain local values.
Oklahoma footing amendments. Oklahoma's amendments to IRC Section R403.1 add two No. 4 reinforcing bars (rebar) to all footings, and require cold joints between footings and stem walls to be tied with No. 4 rebar at every corner and no more than 6 feet apart, embedded 12 inches into each 4. The same rebar rule was part of Oklahoma's 2018 IRC amendments 9. The 2024 amendments also limit fill under slabs: fill goes in 8- to 12-inch lifts, clean sand or gravel fill may be up to 48 inches deep, and earth fill stays limited to 8 inches 4.
When the model code requires a permit. The IRC requires an owner or authorized agent who intends to construct, enlarge, alter, repair, move or demolish a building to apply for and obtain a permit first 10. The model list of work exempt from a permit covers items such as small one-story accessory buildings, fences up to 7 feet, retaining walls up to 4 feet, sidewalks and driveways, and finish work like painting, tiling, carpeting, cabinets and countertops 10. Foundation repair is not on that list 10. Cities can amend these provisions locally.
Frost depth is local. In the climate table of Oklahoma's adopted code, the frost line column is left for the jurisdiction to fill in with the minimum footing depth below finished grade 1. Frost depth is how deep the ground can freeze in winter; footings above it can be lifted by freezing soil (see frost heave).
What frost depth values are used?
| Jurisdiction | Frost depth | Source |
|---|---|---|
| Statewide code | Left blank for each jurisdiction | 1 |
| Stillwater | 18 inches (air freezing index 500) | 2 |
| Oklahoma City | About 18 inches below finished grade (as cited by the state engineering board, from Federal Housing Administration guidance) | 3 |
| Tulsa, Edmond, Norman, Broken Arrow and others | Not found in published city materials reviewed | — |
For any specific address, the local building department's adopted climate table is the controlling value.
What did the engineering board warn about?
At a 2007 public meeting, Oklahoma's engineering board described common shallow "pier and grade beam" foundations: piers 8 to 10 inches across, no more than about 36 inches deep and 6 to 8 feet apart, with grade beam bottoms often only 1 to 8 inches below finished grade 3. The board noted that codes require grade beam bottoms below frost depth unless perimeter insulation is used, and that these systems typically lacked that insulation 3. More: stem wall and grade beam foundations.
Is foundation repair a licensed trade?
- State. The Construction Industries Board licenses plumbers, electricians, mechanical contractors, home inspectors and building inspectors, and registers roofing contractors 5. Foundation piering is not on that list, though plumbing, electrical or drainage work connected to a repair can be.
- Oklahoma City. Under Municipal Code Chapter 12-1, anyone contracting for a change, addition or improvement that needs a building permit must register as a building contractor: a $100 annual registration fee, general liability insurance of at least $50,000 per occurrence, workers' compensation of at least $100,000 per occurrence or an exemption form, and an immigration affidavit where applicable 6.
- Broken Arrow. General contractor registration requires a certificate of general liability insurance with at least $50,000 coverage, workers' compensation proof or an affidavit of exemption, and a copy of the contractor's driver's license, with the City of Broken Arrow listed as certificate holder 12.
- Tulsa. The owner, contractor, architect or owner's authorized agent can apply for a building permit; only electrical, mechanical and plumbing permits require licensed contractors 7.
Do you need a permit for foundation repair?
| City | What the city publishes |
|---|---|
| Tulsa | Repair (no-expansion) permits are applied for in person; construction plans are required if damage is extensive or structural, as decided by the plans examiner at submittal 7 |
| Oklahoma City | Contractor registration applies to any work requiring a building permit 6; no foundation-specific permit page was found |
| Norman | Monthly permit reports list "Foundation" permit categories for multi-family and commercial work; no single-family residential foundation category appears 11 |
| Broken Arrow, Edmond, Moore, Owasso, Jenks, Bixby, Sand Springs | No foundation-repair permit guidance found in published materials reviewed |
Because published guidance is thin, the local permit desk is the authority on whether underpinning needs a permit, an engineer's letter or inspections.
When are engineer letters used?
Oklahoma's engineering board published compliance guidelines for foundation repair companies and warned that anyone violating them may be in violation of the state engineering licensure law (Title 59, Section 475.1 et seq.) and board rules (OAC 245:15) 3. Under the guidelines 3:
- A repair company that is not authorized by the board must bring in a professional engineer (PE) or an authorized engineering firm; a PE in responsible charge takes over the engineering.
- A PE visits the site, or directs a technician working under the PE's responsible charge to gather information.
- Any repair plan must be signed, sealed and dated and include contact information. If no pier repair is needed, the PE issues a signed, sealed and dated statement saying so.
- The foundation company carries out the PE's repair plan.
- A PE may issue an engineering completion letter only after being on site during the work or receiving enough information from a qualified technician under the PE's responsible charge. A repair company may not present its own letter as an engineering completion letter.
- The PE keeps a design file with repair criteria, calculations, changes, why repairs were needed and what caused the damage, and must report to the board if a company overrules the PE's judgment and public welfare is endangered. See working with engineers.

Common questions
What is the frost depth in Oklahoma?
Oklahoma's statewide code leaves frost depth for each jurisdiction to set. Stillwater publishes 18 inches, and Oklahoma's engineering board has cited about 18 inches below finished grade for Oklahoma City.
Does Oklahoma have a state license for foundation repair contractors?
Foundation repair is not among the trades the Construction Industries Board licenses or registers, which are plumbing, electrical, mechanical, home and building inspection, and roofing.
Do contractors have to register with Oklahoma City?
Yes, for work that requires a building permit. Oklahoma City requires building contractor registration with general liability insurance of at least $50,000 per occurrence and workers' compensation coverage or an exemption form.
Who can pull a building permit in Tulsa?
Tulsa accepts building permit applications from the owner, contractor, architect or the owner's authorized agent; electrical, mechanical and plumbing permits require licensed contractors.
Does the building code require a permit for foundation repair?
The model IRC requires a permit to construct, enlarge, alter or repair a building, and foundation repair is not on its list of exempt work. Cities can amend those rules, so the local permit desk decides.
Why does frost depth matter for foundations?
Codes require the bottom of footings and grade beams to sit below the local frost depth unless perimeter insulation is used, so that freezing soil does not lift them.
